On Tuesday, voters in Rankin County passed a ballot measure designating the city of Flowood as a "resort" under Mississippi's ABC laws. This allows restaurants and presumably hotels within the city to serve liquor by the glass in what is otherwise a dry county. The measure does not allow liquor stores. The separation of the liquor stores and drinks by the glass was an excellent and effective strategic move as Rankin County has been unbelievably resilient to liquor legalization in past elections, largely due to liquor stores.
